The FCC today made another change to how participants in the AWS-3 spectrum auction place their bids. Before round 68, interested parties had to make bids on 80% of the licenses for which they were eligible. Now, companies have to place bids on 95% of the licenses for which they are eligible during each round. This change is in addition to one implemented last week, which divvied rounds into six 30-minute windows per day rather than four 60-minute windows. Total provisional winning bids for the auction have reached $41.954 billion, with most action now occurring for small and mid-sized markets. The highest single bid is for a 10x10MHz license covering New York City and Long Island, which totals $2.76 billion. The same spectrum block covering Los Angeles has garnered a high bid of $2.11 billion. The FCC's latest alterations signal again that the auction is winding down. Winners will be announced after the auction is complete.
